Memorandum of Cooperation between PT Pupuk Indonesia (Persero) and JICA concerning partnership toward promoting Clean Ammonia Value Chain Development

Jakarta, 15 October 2025 – PT Pupuk Indonesia (Persero) (“Pupuk”) and the Japan International Cooperation Agency (JICA) announce the signing of Memorandum of Cooperation (“MoC”) to explore potential collaboration in promoting Clean Ammonia Value Chain Development. Jamsaton Nababan, Technical and Business Development Director of Pupuk, and Takeda Sachiko, Chief Representative of JICA, formalized the agreement.

The Republic of Indonesia ("Indonesia"), with its commitment to reducing carbon emissions and enhancing renewable energy capacity, stands at a critical juncture in its energy transition. As the nation continues to grow economically, the need for sustainable and efficient energy solutions becomes increasingly important. Especially, hydrogen and ammonia play a significant role as energy carriers.

Pupuk advances its own decarbonization efforts while also cooperates with Japanese companies on clean ammonia projects toward future expansion of clean ammonia production and exports.

Pupuk and JICA’s partnership aim to address these needs by fostering clean ammonia value chain development such as production, storage, transportation, and utilization.
Pupuk and JICA will proceed following collaborations;
1. Through regular dialogues, the participants are going to make continuous discussions for further cooperation regarding the promotion of clean ammonia.
2. The Participants continue to cooperate including but not limited to JICA’s cooperation for establishing a value chain for new energy (hydrogen and ammonia).
3. Conducting any other forms of cooperation as mutually decided by the Participants.

Additionally, the MoC is announced and positioned as one of the cooperative projects for the 3rd Asia Zero Emission Community (AZEC) Ministerial Meeting held in Malaysia on Friday, October 17.

Through this collaboration, which plays an essential role in the energy transition, Pupuk and JICA contribute to Indonesia’s goal of achieving net zero emissions by 2060. The partnership is expected to pave the way for numerous joint initiatives, driving forward the transition to decarbonized society.
