JICA and Government of Nepal Sign Grant Agreement of JPY 2.85 Billion for Modernization of Air Traffic Control Facilities at Tribhuvan International Airport
2026.10.08
Japan International Cooperation Agency (JICA) and the Government of Nepal (GoN) have signed the Grant Agreement valued at 2.853 billion Japanese Yen (JPY 2,853,000,000) for “The Project for the Improvement of Air Traffic Control Facilities at Tribhuvan International Airport”, today.
The project seeks to modernize air traffic control services at Tribhuvan International Airport by constructing new air traffic control facilities and introducing advanced Air Traffic Management (ATM) systems. The existing facilities face significant operational limitations due to deterioration, inadequate space, reduced visibility, and obsolete equipment. By upgrading critical air traffic control infrastructure, the project will improve aviation safety, operational efficiency, punctuality, and service quality while supporting Nepal’s national transport development objectives.
Given the anticipated growth in domestic and international air traffic, the project is expected to generate substantial and long-term benefits for many air transport users, contributing to safer, more efficient, and sustainable aviation operations in Nepal.
The Exchange of Notes regarding the assistance was signed by Dr. Ghanashyam Upadhaya, Secretary, Ministry of Finance on behalf of GoN and His Excellency Mr. MAEDA Toru, Ambassador of Japan to Nepal on behalf of Government of Japan (GoJ). Similarly, the Grant Agreement was signed by Mr. Amrit Lamsal, Joint Secretary, International Economic Relations Division (IERD), Ministry of Finance on behalf of GoN and Mr. MATSUZAKI Mizuki, Chief Representative of JICA Nepal Office.
During the ceremony, Mr. Matsuzaki stated “The project will support the construction of new air traffic control facilities and the installation of advanced air traffic management systems and aviation support equipment, including localizer monitoring equipment. Through these improvements, the project will strengthen the operational capacity of air traffic controllers and contribute to safer, more efficient, and more reliable air navigation services at Tribhuvan International Airport, Nepal’s primary international gateway.”
The expected year for the project completion is 2030.
