The final JCC meeting for Capacity Development on Road Maintenance Phase 2 (CDRM2) was held in Port Moresby on the 28th of August. Representatives from the target provinces and stakeholders (DoWH, JICA expert, JICA) attended the project’s final JCC. The purpose was to discuss the progress and the final output of the project as well as the way to utilize the lessons, knowledge, and techniques developed in the projects after the project completion.

JICA has contributed to the capacity development of the Department of Works and Highways (DoWH) in planning and implementation of road maintenance for more than a decade. From November 2013 to October 2017, JICA successfully implemented the Project for Capacity Development on Road Maintenance (CDRM 1) to improve the operation and management capabilities of construction equipment and the maintenance of unpaved road in Morobe, Western Highlands, East Sepik, and West New Britain provinces. On top of this success, JICA expanded the project to Phase 2 so as to further strengthen the capacity of DoWH in the maintenance of gravel road by transferring the knowledge and techniques of the Japanese experts to another four provinces (Madang, West Sepik, Western, and East New Britain provinces).

JICA expects that the outcome of CDRM 1 and 2 will help the government of PNG to make further progress on connecting the country with paved and well-maintained road. Through these projects, the Japanese experts trained about 20 mechanical engineers and civil engineers of DoWH to maintain the construction equipment in a daily basis and long-term, as well as to plan and maintain their operation of maintenance of gravel road in PNG. Moreover, 12 officials of DoWH visited Japan for training, learning the techniques and knowledge from Japanese technicians and academics. The knowledge and expertise can be utilized and further disseminated within the DoWH, accelerating the efforts of the PNG government to realize a higher quality of connectivity via road.

This year marks the 50th year anniversary of Japanese ODA. Apart from CDRM 2, JICA has implemented many projects including Loan, Grant aid, and technical cooperation to assist the PNG governments in strengthening the connectivity of the country.
