The 5th Joint Coordination Committee (JCC) meeting for the Project for Capacity Development of Department of Transport in Port Policy and Administration Phase II

Department of Transport (DOT) has been implementing the Project for Capacity Development in Port Policy and Administration Phase II under the support of Japan International Cooperation Agency (JICA) since 2022. The 5th Joint Coordinating Committee (JCC) meeting of the Project was held on 12th September 2024. Representatives from relevant organizations (Department of Transport, National Maritime Safety Authority, PNG Ports Corporation Limited, National Fisheries Authority), JICA experts, and JICA attended the JCC meeting. At the meeting, the Japanese experts presented the progress of creating port information database and potential usage of the database, and the stakeholders had a heated discussion about the sustainability of the outcome made in the project. The participants confirmed the progress to date and agreed to establish an entity to secure sustainability as concerted efforts by various government agencies.

Due to geographic constraints and underdeveloped road connectivity across the country, maritime transport contributes to the improvement of socioeconomic conditions of PNG by supporting the movement of people and goods. To plan and implement well-designed regulations and policies to develop port network and port management structure, the Department of Transport (DoT) faced various hurdles such as unclear demarcation of responsibility among government organizations and a lack of human resource capacity. Against this backdrop, DOT has been collaborating with JICA on capacity development of the government sector through the technical cooperation since the Phase I of the Project started in 2014.  

Following the successful transfer of knowledge of port policy and administration as well as collection of port inventory in the Phase I, the Phase II commenced in January 2022. The project aims to create port statistics databases with a wider range of port administration data and to strengthen the analytical skill of DoT staff for policymaking. In the last two and a half year, Japanese experts have strengthened the capacity of DoT staffs in collecting and creating port administration database as well as utilizing data in policies through training in PNG such as seminars, and workshops, lectures. Five participants also joined the training in Japan to learn knowledge and techniques through site visits to ports and the relevant government and non-governmental agencies. 

This year marks the 50th year anniversary of Japanese ODA. Apart from this project, JICA has implemented many projects including Loan, Grant aid, and technical cooperation to assist the PNG governments in strengthening socioeconomic foundation of the country for realizing economic development and a better access to social services.
