Job Requirements

Job Title: Assistant Program Officer
Contract: Full-Time, One-year renewable and possibly promote
Duty Station: JICA PNG Office, 2nd floor of PWC Haus, Harbour City, NCD, Port Moresby
Working Hour: 8:30 to 16:30, Monday to Friday


Assistant Program Officer (Two Positions)
JICA Papua New Guinea Office is seeking two qualified Assistant Program Officers. While both positions share core responsibilities in project management, project formulation, and office administration, the sector assignments and additional responsibilities differ as outlined below.

Position 1: Assistant Program Officer (Infrastructure, Environment and Climate Change)
Main Responsibilities
1. Project Management and Implementation

  • Support the implementation and administration of JICA projects in Infrastructure, Environment, Climate Change, and related sectors.
  • Facilitate communication with government counterparts, implementing agencies, development partners, and international organizations.
  • Conduct local procurement of services and goods in accordance with JICA regulations.
  • Support outreach activities through social media and the JICA PNG website.
  • Assist in loan project monitoring, including disbursement and repayment management.
2. Project Formulation
  • Collect and analyse policy, economic, and sector information.
  • Participate in meetings with government agencies and development partners.
  • Coordinate meetings and information exchange with stakeholders.
3. Administrative Responsibilities
  • Executive support to the Chief Representative and Senior Representative.
  • General office administration and correspondence.
  • Accounting support including payment processing.
  • Support visa and passport-related procedures.
4. Additional Responsibilities
  • Plan and coordinate capacity-building programs for National Staff across the Pacific Region.
  • Promote sustainability initiatives within JICA PNG Office and external stakeholders.
  • Other duties as assigned.


Position 2: Assistant Program Officer (Electricity, Governance and ICT)
Main Responsibilities
1. Project Management and Implementation
  • Support the implementation and administration of JICA projects in Electricity, Governance, ICT, and related sectors.
  • Facilitate communication with government counterparts, implementing agencies, development partners, and international organizations.
  • Conduct local procurement of services and goods in accordance with JICA regulations.
  • Support outreach activities through social media and the JICA PNG website.
  • Assist in loan project monitoring, including disbursement and repayment management.
2. Project Formulation
  • Collect and analyse policy, economic, and sector information.
  • Participate in meetings with government agencies and development partners.
  • Coordinate meetings and information exchange with stakeholders.
3. Administrative Responsibilities
  • Executive support to the Chief Representative and Senior Representative.
  • General office administration and correspondence.
  • Accounting and procurement support.
  • Asset and equipment management.
  • ICT support within the office.
  • Support visa and passport-related procedures.
4. Public Relations
  • Lead and coordinate public relations activities through media engagement and social media platforms.
5. Other Duties
  • Perform other duties as assigned by the Chief Representative.

Qualifications:
Education Requirements
· Bachelor's degree or higher degree
Preferred Age
· Between 22 and 35 years old
Work experience
· Relevant experience in project management for more than three years and studying abroad are preferred.
Preferred skills and knowledge
Technical knowledge
· Good computer skills particularly in Microsoft Windows for basic applications such as MS Word, Excel, Power Point etc.
  • Ability to summarize and create Minutes of meetings and committees.
Inter-personnel Skills
· Ability to work effectively with office staff from different cultural/national backgrounds.
  • Ability to work collaboratively with teams as a constructive team member.
  • Good oral and written communication skills in English and Pidgin.
Other Business skills
  • Ability to manage multiple tasks within schedule of work, under instructions, and standardized business practices.

Other information about your role
  • Supervisor: Designated Japanese Staff and senior National Staff
  • You may need to take overtime work, and weekend if required (e.g., ceremony, meeting)
  • You may go to business trip outside Port Moresby

Others:
JICA will inform to only selected candidates. Selected candidates will have an interview with JICA management.

The successful candidate may start work on 1st October 2026 under probationary employment period of six months from
commencement date.

Salary will be decided on applicants’ knowledge and experience, but it will be around PGK4,000 per month. Other benefits include housing allowance (PGK600), commuting allowance (PGK160), medicare and superannuation.
