JICA and Sri Lankan government strengthen partnership to enhance productivity in the dairy sector through Grant Aid Project

On 30 September 2025, the Japan International Cooperation Agency (JICA) and the Government of the Democratic Socialist Republic of Sri Lanka have embarked on a significant new initiative with the signing of a Grant Agreement valued at 463 million Japanese Yen (approximately LKR 926 million). Having been formalized in the presence of President Anura Kumara Dissanayake of the Democratic Socialist Republic of Sri Lanka and JICA President Tanaka Akihiko, this agreement marks the commencement of the "Project for the Enhancement of Productivity in the Dairy Sector."

This project aims to improve raw milk productivity across several key regions, including the Kandy district in Central Province, Northern Province, Eastern Province, North Central Province, and North-Western Province, by improving livestock disease response capabilities, promoting genetic improvement of dairy cattle, and advancing feed production capabilities. Through the procurement and installation of necessary equipment and the provision of consulting services for the said purposes, the project is expected to enhance the livelihoods of small-scale dairy farmers in the targeted regions.

For decades, JICA has been cooperating with Sri Lanka's dairy sector, especially in the improvement of artificial insemination (AI) technology and related facility at Kundasale AI Center as well as the development of dairy management techniques in Northern Province. These initiatives have increased milk production by approximately 30%. The Project agreed upon this time further underscores JICA’s commitment to firming up sustainable economic growth with particular focus on the dairy sector. It will contribute to the United Nations Sustainable Development Goals, specifically Goal 2 (Zero Hunger) and Goal 13 (Climate Action).

The collaboration between JICA and the Government of Sri Lanka through this Project highlights a mutual vision of fostering resilience and prosperity by investing in critical sectors that drive inclusive economic development.
