JICA expert is dispatched to the Tanzanian Ministry of Health and Social Welfare to provide the ministry with policy advice to improve the quality of health services through human resource development and 5S-TQM (total quality management approach implementing the 5S system which is characterized in English as Sort, Set in order, Shine, Standardize and Sustain discipline).

The 5S promotion movement has been introduced in many hospitals throughout the country and is improving both the quality of health services and the workplace environment. The 5S activities are being carried out in conjunction with the Japanese Overseas Cooperation Volunteers who are spreading this approach at the grassroots level.
