Based on the decentralization policy in Tanzania, the implementation, operation and maintenance of rural water supply projects have been transferred from the Ministry of Water and Irrigation to the local governments authorities (LGAs). However, it will be difficult for the LGAs to take immediate control of rural water supply projects due to low capacity of such LGAs.
The objective of this project is to enhance the administrative capabilities of the LGAs by providing training to individual staff members at district level, and empowering the Ministry of Water and Irrigation, regional governments and basin water offices which provide support to the LGAs.
The project is targeting 22 LGAs in four regions located in two general areas. One is the southeast, where water supply facilities were constructed from 2003 to 2007 through a Japanese grant aid project. The other is the metropolitan area, currently under development, described in the previous section.
Four Japanese experts dispatched by JICA are involved in the project.
