Completion of the project leaflet (PROCEED-The Project for Strengthening Resilience in Refugee Hosting and Affected Districts of West-Nile Sub-Region)

Uganda is hosting approximately 1.94 million refugees as of December 2025*. In the West Nile Sub-Region in particular, a large influx of refugees arrived from South Sudan and the Democratic Republic of Congo (DRC), subsequently, in some districts, the refugee population is more than twice than that of the host communities. The region has also experienced conflicts involving anti-government forces, which have affected access to social services such as education, health care, and water supply. Furthermore, the daily inflow of people crossing the border from neighboring countries, together with the refugees already settled in the area, places additional pressure on limited social services.

In addition, natural disasters, such as flooding along the Nile River, prolonged dry spells, have been happening more frequently in recent years due to climate change. In Uganda, disaster response is the responsibility of the central government, but its assistance rarely reaches affected areas in a timely manner. As a result, district local governments are increasingly required to provide support to affected communities using their limited financial resources.

To address these challenges, in November 2021, JICA has launched the technical cooperation project “The Project for Strengthening Resilience in Refugee Hosting and Affected Districts of the West Nile Sub-Region (PROCEED)” , targeting all 12 districts in the West-Nile Sub-Region. The project supports district government officers by promoting the “visualization” of data on the impacts and needs of both refugees and host communities in relation to social services. It further assists districts in developing their District Development Plans based on evidence generated from such data. The project also promotes inclusive disaster preparedness and response for vulnerable people, including refugees, aiming that no one is left behind.
