Message from the Chief Representative
My name is Osamu Hattori, and I serve as the Chief Representative of the JICA Ukraine Office.
Since the onset of Russia’s full-scale invasion of Ukraine in February 2022, the people of Ukraine have been facing unimaginable hardships. Yet, they continue to move forward with unwavering determination and hope.
When I visited Kyiv in December 2022, just months after the invasion began, I witnessed firsthand the resilience of the Ukrainian people. Despite the constant sound of air raid sirens, citizens were striving to reclaim their daily lives, and young leaders were working tirelessly to shape the future of their country. Their courage and resolve left a lasting impression on me and continue to inspire my work every day.
Supporting Ukraine’s recovery and reconstruction under such circumstances is not only a humanitarian imperative—it is also a vital responsibility for the international community to uphold peace, stability, and the rules-based international order. JICA is committed to standing with the people of Ukraine, respecting the leadership of the Ukrainian government, and continuing our support based on the principle of “human security,” which places people at the center of development.
In September 2022, JICA established the Ukraine Support Office in HQ. In November 2023, we resumed operations in Kyiv with Japanese staff, and in January 2024, we officially launched the JICA Ukraine Office. Our work is guided by three strategic pillars:
1. Supporting the foundations of Ukraine’s national governance and economy,
2. Assisting neighboring countries and Ukrainian refugees to promote regional stability, and
3. Providing both immediate and long-term support for recovery and reconstruction.
We are listening closely to the voices of those on the ground and responding with flexibility and speed.
The role of the private sector is also indispensable in Ukraine’s recovery and reconstruction. Japan has a long history of rebuilding from the devastation of war and natural disasters, and has successfully implemented the “Build Back Better” approach. JICA is leveraging this experience to support the Ukrainian government in creating an enabling environment for private sector participation, in close coordination with the Government of Japan. Interest among Japanese companies in contributing to Ukraine’s recovery and reconstruction is growing, and we look forward to deepening public-private partnerships in this endeavor.
Ukraine’s path to recovery and reconstruction will be long and challenging. But it is also a journey of hope and renewal. At JICA Ukraine Office, we are committed to walking alongside the people of Ukraine, working hand in hand with a diverse range of international partners to help realize a sustainable and inclusive recovery.
