Hospitals face many challenges such as the management of pharmaceuticals, medical consumables, medical equipment maintenance system, shortage of technicians, difficulty in procuring consumables, and spare parts, and lack of preventive maintenance systems. Furthermore, human resource in charge of management is often left for the hospital operation and management. Hence this has resulted in ineffective use of the hospitals strategic operations.
JICA through the project for Strengthening Management Capacity for the General Hospitals in Lusaka District also known as Cassiopeia project (Cassiopeia means bringing 5 star quality health care services to the 5 target hospitals for UHC) has been supporting and working to strengthening the ability to improve problems based on monitoring, strengthening infection control, stock management of medicines and consumables and the maintenance of facility equipment. The project is also working to strengthen cooperation among the five targeted Level One Hospitals in Lusaka district namely; Chilenje, Chipata, Chawama, Kanyama, and Matero, the Lusaka Provincial Health Office (LPHO), Lusaka District Health Office (LDHO), and Ministry of Health (MOH).
The project aims to strengthen the hospital operation management capacity to improve the quality of the hospital, thereby contributing to strengthening the hospital operation management capacity at the first level hospitals in Lusaka in order to provide five-star quality health care services.

Hospital management-strengthening of the governance structure that makes current issues more visible, manages based on objectives, and resolves issues on their own at each target hospital and regularly monitoring at the hospital management committee for adjustment of the hospital activities. This has been implemented through trainings on the use of the Balanced Scorecard with strategic objectives, key performance indicators and targets as an easy way to interpret the data collected and plan ahead the actions to be taken as a hospital department unit and the hospital at large.

Infection prevention and control- measures in hospitals are strengthened at each target hospital to ensure clean and safe service delivery and prevent hospital acquired infections in the hospital. To break the chain of infections; environmental cleaning, waste and linen management, and water, sanitation and hygiene (WASH) are being implemented as a standard and transmission-based infection prevention and control, and in order to visualize healthcare-associated infections as data, feasible surgical site infection surveillance (SSI) is performed, analyzed, and reported.

Management of EMMS and Medical Equipment- Stock management of essential medicines and medical supplies (EMMS) and appropriate management / maintenance of medical equipment is implemented at each target hospital by regularly updating the medical equipment list to ensure timely accurate status of medical equipment operations.

Coordination- strengthening of coordination among the five target hospitals, LDHO, LPHO and MOH by sharing experiences, good practices, discussing issues affecting the hospital, monitoring, and providing supportive supervision on ways to improve the delivery of quality health care in the health facilities.
