Project for Strengthening of Agricultural Pesticide Residue Analysis System (SAPRAS)

Ethiopia relies on its agriculture industry for subsistence, income and sustainability. However, due to lack of resource management and oversight, Ethiopian agricultural products are at risk of containing high levels of pesticide residue. In 2008, Japan banned Ethiopian imported coffee from entering the Japanese market due to high levels of pesticide residue that were detected. To address the threat of agricultural product contamination due to pesticide residue, the Ethiopian Ministry of Agriculture launched the Project for Strengthening of Agricultural Pesticide Residue Analysis System (SAPRAS) in cooperation with JICA in 2011. The goal of the project is to increase the number of target pesticide agricultural products, including coffee, to undergo a pesticide residue analysis through the Quality Monitoring and Pesticide Testing Laboratory (QMPTL) of the Ethiopian Standard Agency. The 3-year project is scheduled to end in 2015 with hopes that by the end of the SAPRAS project, the capacity of pesticide residue analysis of the QMPTL will be strengthened. JICA assists the SAPRAS project by providing capacity-building of the QMPTL to monitor pesticide levels on selected priority-crops and to implement pesticide residue analytical methods that can be applied to other agricultural commodities. This project is first-of-its-kind and benefits many facets of the Ethiopian economy. The Ethiopian Ministry of Trade works with SAPRAS to improve Ethiopian agricultural exports and to work towards making Ethiopia a more attractive and competitive trade partner to the rest of the world.
