Activities in Ethiopia

Outline of Activities

In response to Ethiopia's second Growth and Transformation Plan II (2015-2020) which aim to achieve the Sustainable Development Goals adopted by the United Nations. Promoting Ethiopia's economic growth at more than 11% and Promoting domestic industries to eliminate poverty are key elements of government policy.
In line with this Ethiopian Government's policy, Japanese development cooperation focuses on four priority areas:

  • Agriculture and rural development
  • Industrial development
  • Infrastructure development
  • Education and health

Government of Japan and JICA have come up with the cooperation programs in each area to solve the issues with an explicit program objective and its expected achievement flow.
Main modalities to tackle issues in these fields are Technical Cooperation, Official Development Assistance Loans, and Official Development Assistance Grants aiming at mainly Ethiopia's institutional capacity development.
Unique modalities are volunteer program and partnership program, participated by Japanese citizens and Japanese Non-Governmental Organizations with their expertise.
With volunteer and partnership programs, JICA can respond to the humanitarian aid needs besides above-mentioned four priority areas.

Agriculture and rural development

1. Agricultural Commercialization Program

(Program outline)
The program focuses on the promotion of commercialization of agriculture by supporting small-scale farmers to transform from subsistence to market-oriented farming. It also aims to improve the capacity of public institutions so they can effectively support such farmers.

2. Program for Agricultural Productivity and Stability Improvement

(Program outline)
Aiming at improvement of agricultural productivity and its stability, the program supports capacity development on policy formulation and improvement of agricultural productivity at the federal and regional levels.


3. Natural Resource Management Program

(Program outline)
The program supports establishing methods of community based natural resource management and the strengthening of an extension system for both agricultural productivity and forest resource conservation.


Industrial development

Industrial Development Program

(Program outline)
The program provides support on:

  • Advice on Industrial Policy through the Industrial Policy Dialogue;
  • Improving the environment for investment that assists foreign companies, including Japanese, by capacity development for FDI invitation and industrial park development and;
  • Domestic Industrial Development through dissemination of KAIZEN for enhancing productivity and quality.

In addition, Japan supports export promotion for the leather industry in terms of improving quality and competitiveness of domestic industries and for the improvement of SMEs' financial access and management capacity.
Japan also makes full use of the ABE Initiative Alumni network and SV/JOCV as helpful resources for Industrial Human Resource Development and Regional Development.


Infrastructure development

1. Stable Power Supply Program

(Program outline)
The program aims at power source diversification and reduced power loss through geothermal energy and transmission and distribution network developments.

2. Program for Transport and Urban Infrastructure Development

(Program outline)
The program aims to develop an attractive environment for investment and to decrease logistic costs by supporting national road network development, urban infrastructure improvement and Djibouti corridor development.


3. Program for Improvement of Access to Water Supply and Urban Sanitation Facilities

(Program outline)
The program focuses on urban water supply and integrated sanitation and sewerage facilities in main cities such as Addis Ababa, as well as human resource development demands in the country through the Ethiopian Water Technology Institute (EWTI)

Education and health

Program for Provision of Quality Educational Environment

(Program outline)
The program aims at industrial human resource development by:

To achieve 1), technical cooperation for teachers' training and developing supplementary learning materials, and support through volunteers, policy advice at the Federal level will be continued.
To achieve 2), school construction will be conducted considering the mitigation of regional disparities.
