Official Development Assistance is a term coined in 1969 by the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD) to measure foreign aid. Japan throughout this period has been a top tier contributor to development assistance across developing countries, through its governmental agency, the Japan International Cooperation Agency (JICA).
