In the face of rapid population growth, housing supply has been unable to keep pace; it is believed that about 60% of the city’s population lives in Ger Areas which do not have basic infrastructure and services. Ger areas have expanded as large numbers of nomadic populations moved into the city. As a result, urban sprawl and environmental problem have become an issue in Ulaanbaatar.
Under such circumstances, JICA conducted “the Study on City Master Plan and Urban Development Program of Ulaanbaatar City” from 2007 to 2009.
