Outline of the Training
It is necessary for the civil works staff of DoW to learn enough about road maintenance techniques to conduct road maintenance works appropriately. Therefore the training for the civil works staff of DoW is planned to be carried out during the pilot project period. The first civil works staff training was carried out in the Morobe provincial office where a pilot project was started in July. The training was divided into Training I for supervisors and Training II for civil engineers, and 21 trainees (11 supervisors, 10 civil engineers) were chosen to participate from this office. Text books, composed of seven modules, were prepared in advance: i) Introduction, ii) Road Maintenance Work, iii) Schedule Control, iv) Quality Control, v) Verification of Completed Work, vi) Quantities / Cost Management, vii) Safety Management; and taught in a classroom setting at the DoW provincial office and in the field at the pilot project site. Since the training covered practical road maintenance techniques actually needed in the field by civil works staff, the training involved a lot of questions and answers. In addition, the civil works staff training at Western Highlands provincial office is also planned to be carried out this November, and the training at other targeted provinces of the project, East Sepik and West New Britain provincial offices, are planned from 2015. The project will continue to support the implementation of in-house road maintenance projects by DoW, using construction equipment provided under the grant aid of Japanese government through JICA, by improving the abilities of the civil works staff of DoW through the training.
