Visit to Ceylon Tobacco Company (CTC)

We got the opportunity to visit the Ceylon Tobacco Company as a result of a discussion with Mr. Chinthaka Dharmasena, the Supply Chain Manager of CTC. Mr. Umimae, the Chief Advisor of JSCoT Project, briefly explained the inputs of both Sri Lankan and Japanese sides to the Project. At a briefing on CTC, Mr. Chinthaka said that CTC has a history of 75 years and also it is in the group of the No. 02 “Global Player”, the British and American Tobacco Group.

This factory has fully automated manufacturing sections, which are run and maintained by the technical staff of junior technicians, senior technicians and managers. There are 140 factory staff out of 360 employees in this factory. Entry qualification for the staff members (technicians) is a certificate or diploma from the recognized technical institutes.

Mechanical and Electronics Sections

They use “SIEMENS” machines in their manufacturing department and the technicians have been trained in Bombay in PLC. Mr. Chandana, the Mechanical Manager and Mr. Deepal, the Electronics Manager, think PLC Skills should be very important, so that they give “in house” training as well as “on the Job” training to their technicians to uplift their skills to overcome the maintenance breakdowns. After having these training they should programme, implement and train others.

IT Section

Mr. Kapila, the Network Administration Manager, said that they are not using big servers in their premises but are linked with the British American Tobacco network (BAT Net work) and this big server is in Singapore. The Diploma holders can join as a junior technician and CTC provides 2 year managerial structured program to go up. They take undergraduates from NIBM, BCAS and ACAS for the technical and application support areas in the IT field.

To the question raised by Mr. Kumar Goonewardena, Counterpart Officer JSCoT Project regarding the cadre ratio, Mr. Chinthake stated:

. Junior Technicians (operators) :70%
. Technicians : 18%
. Technical Assistants:12%

Finally Mr. Seneviratne, Mr. Ratneweera and Mr. Umimae thanked on behalf of the ICT section, Mechatronics section and JSCoT Project respectively and Mr. Umimae invited them to visit our project.
