Governance and the Public Service Delivery

[Background and the current situation]

The Government of Tanzania has been implementing reform programs including Local Government Reform Programme and Public Financial Management Reform Programe (PFMRP) to improve administrative underpinnings. However, there are still a number of challenges. The policies and institutions introduced through reform initiatives are hindered by the challenges in administrative and financial operation. Against this background, it is necessary to strengthen the capacity of human resources.

In 2005, the Government of Tanzania formulated its National Strategy for Growth and Reduction of Poverty ("MKUKUTA" in Kiswahili). One of the pillars in MKUKUTA is strengthening good governance both at central and local governments, and the government has launched a series of administrative reforms to attain this objective. However, the policies, institutions and systems developed under the reform program have not been sufficiently adopted by each district. Therefore improvement of administrative services has been an issue especially those in health and water sectors and infrastructure development since they are not provided effectively and efficiently especially in rural areas. Japan has been providing support to this area with a particular emphasis on "local government reform" and "public finance management reform" since 2008.

[JICA's policy on development challenges]

With the view to establish the fair and efficient administrative foundation, JICA assists to strengthen administrative and financial management capacity for planning, personnel management and fiscal control based on the achievements in previous cooperation in the field of public financial management and local administration. In addition to the development of capacity and institution by technical cooperation, we promote to roll-out the outcomes of Japan's technical cooperation through policy dialogue.

For instance, JICA has been cooperating with the local governments and the revenue authority for capacity building and improving their services. In addition, for more than ten years, JICA had supported for PFMRP to improve the internal audit practice in the government machinery, which is key in ensuring, value for money in the public service delivery.

Through the above policy, Japan will contribute to the achievement of Sustainable Development Goals 16 (Peace, Justice and Strong Institution) and 17 (Partnerships for the Goals), etc.
