In 1998, the Decentralization by Devolution (D by D) process was initiated in Tanzania by transferring political, financial, and administrative powers from the central government to the Local Government Authorities (LGAs) and eventually to the Tanzanian people. Despite a decade of extensive efforts, capacity development of 133 local governments remains a huge challenge today. There is a gap between what was envisaged and the reality.

In 2008, JICA responded to the request by the Government of Tanzania to assist efforts to improve capacity of LGA staff and began to support the Project for Capacity Development for Local Government Training. During the cooperation period between 2008 and 2010, JICA extended assistance to PMO-RALG in order to coordinate various opinions from a wide range of stakeholders through the establishment and operation of a Task Force and assisted the Task Force to prepare a comprehensive Training Strategy. PMO-RALG's "Training Strategy for Local Government Authorities" addresses such needs as a stronger linkage between training needs and performance assessment, a better financial flow of capacity development grant to LGAs, and the establishment of a LGA training provision system.

The implementation of the Training Strategy started in 2010 and expanded from 2011. In order to ensure successful implementation of the Training Strategy, it is recognized that a Lead Training Institution (LTI) is going to be very important because of its central functions under the new training provision framework to coordinate and assure quality of all training provided to LGAs. The Local Government Training Institute (LGTI) was appointed as LTI, and both PMO-RALG and LGTI requested JICA to support capacity building of LGTI through this Project so that the Institute can fulfill its designated roles and responsibilities effectively. The Project, "Capacity Development for Local Government Training Phase 2" will establish mechanisms to coordinate training needs of LGAs as well as training provision by different training providers, and also to assure training quality.

Currently, two JICA experts as well as counterpart personnel from LGTI and PMO-RALG are working for this Project in Hombolo, Dodoma.
