Capacity Development Program

Third Country Training Programs (TCTP)

Total Quality Management (TQM)

JICA and National Electric Power Company (NEPCO) have carried out a capacity development project focusing on Total Quality Management in electricity sector in Iraq.

Utilities in Iraq such as electricity, water, telecommunication, are administered and operated by the state, and it is of urgent task to improve its efficiencies and transparencies.

The Iraqi Ministry of Electricity needs to improve its administration and management system in order to offer reliable services to the citizens.

This program introduces a concept of Total Quality Management (TQM), quality control in public sector, and a concept of continuous improvement (kaizen) to the Iraqi participants.

J-Net is integrated in the program so that the participants can learn the experience of Japan on TQM and ISO.
