Institutional System and Regulation

JICA and National Electric Power Company (NEPCO) have carried out a capacity development project focusing on institutional development in electricity sector in Iraq.

Power facilities in Iraq have been seriously deteriorated due to conflicts, lack of investment and maintenance, and looting occurred after the outbreak of the war. The citizens of Iraq are suffered from severe power shortage. Emergency rehabilitation of power stations and equipment supplies are being implemented by the grant aid assistance of the government of Japan.

Besides power infrastructure, it is very much of importance to upgrade institutional and regulatory frameworks and management system to improve efficiency of power supply service.

The purpose of this course (ISR) is to let MOE staff learn about knowledge, lessons and know-how on electricity sector reforms and private sector participation of other countries such as Japan, Jordan and some Asian countries, so that the Iraqi participants would have a clear image of necessary steps towards future power sector institutional development and perspectives for the picture of the future power industry.

JICA and NEPCO experts and Iraqi participants have reviewed and examined strength, weakness, opportunity and threat (SWOT) of current status of laws and regulations in electricity. Technical assistances by donors, such as USAID on institutional capacity development in power sector have also been reviewed and utilized.

A series of discussion was held to formulate a vision and a road map of institutional capacity development. The result was summarized as “the Draft Outline of the Vision for Institutional Development in the Power Sector of Iraq (The Vision)”(PDF/60KB).

The Vision broadly indicates probable scenarios for power sector institutional development, and sets short-, middle- and long-term goals, and priority capacity development programs to be tackled with. This will also provide a guideline for further technical assistance (TA) from JICA for institutional capacity development in the power sector of Iraq.

(Though The Vision could be a reference for future institutional development discussion, it needs to be reviewed and elaborated periodically since there are a lot of uncertainties in the sector.)
