At the fourth year of the project, the 10th workshop was held toward the completion of the In-Service Training (IST) manual which has been developing since 2011. During this workshop, the member nearly completed the coaching and training parts of the manual. It was worthy of special mention that they defined "the line management of Need-Based In-Service Training (NB-IST) mechanism" and "their roles and responsibilities in NB-IST" on the basis of the latest job description. Furthermore they reviewed the Monitoring and Evaluation (M&E) tools which have been developed since last year and undertook development of the M&E section on the manual.
