Background

With the aim of further accelerating economic growth and social development in a balanced manner, overarching policies of the government of Bangladesh (hereafter referred as "GoB") such as "Vision 2021" as well as "7th Five Year Plan (2016-2020)" clearly stipulates that the promotion of good governance, especially prevention of corruption, is one of the essential elements toward this end. Anti-Corruption Committee was formed in 2004, and GoB ratified United Nation Convention for Anti- Corruption in 2007. In addition, GoB approved National Integrity Strategy (hereinafter referred to "NIS") in 2012, where total 115 action plans were identified for 16 stakeholders, including not only state institutes but also non-state institutes, to improve overall governance.

In line with assisting the series of efforts by GoB, JICA implemented NIS Support Project (hereinafter referred as "Phase 1") between October 2014 and March 2017, and supported the establishment of NIS implementation system focusing on 59 ministries/divisions at central level. Having National Integrity Implementation Unit (hereinafter referred as "NIIU") as the center for NIS implementation, Phase 1 supported the formation of Ethic Committee at 59 Ministries/Divisions and development/implementation/monitoring of NIS work plans by NIS focal points. Training programs for NIS focal points, NIS seminar at district headquarters, and public hearing in collaboration with Anti-Corruption Committee were conducted, all of which contributed to increasing the recognition of NIS among public administrations and the citizens.

On the other hand, it is recognized as remaining challenge that quality of NIS work plans and activities - promoting NIS related policies (e.g. Grievance Redress System, Information Disclosures, Whistle blowers protection) - need to be further improved to enhance transparency and accountability in the public administrations. GoB has decided to extend NIS implementation to Department and field (District/Upazila) level based on the NIS implementation system established during phase 1. However, given that the number of concerned stakeholders is substantially increased, management system of NIS implementation with improving quality of NIS work plans and activities should be carefully examined.

Under these circumstances, the Cabinet Division requested the Government of Japan to implement NIS phase 2, focusing its main area of interventions on further strengthening NIS implementation system, including its extension to field level, and promotion of NIS related policies with more strategic public relations.

Transparency and accountability system of the public administration and associated institutions is enhanced.

Output

  1. Improvement plan for promoting NIS implementation is prepared.
  2. PDCA Cycle of NIS implementation is strengthened at NIIU.
  3. Good practices on NIS and NIS related policies are accumulated.
  4. Framework of capacity development for effective NIS implementation is developed.
  5. Public relation for effective NIS implementation is conducted.

Project Activities

Output 1

1 Review overall NIS progress and idetify issues for promoting effective NIS implementation.
2 Review implementation status of NIS related policies* and identify issues.
3 Develop improvement plan for promoting NIS implementation and periodically update.

Output 2

1 Based on activity 1-3, update guideline/format of NIS workplan (Ministries/Division, Department, Field (District/Upazila)).
2 Based on activity 1-3, develop/update draft monitoring ckeck list and evaluation criteria for NIS workplan and quarterly report.
3 Based on activity 1-3, develop/update draft guideline/format for collecting good practices on NIS related policies.
4 Based on activities 2-1 - 2-3, conduct orientations for NIS focal points (Divisional/Regional workshops for field, Central for Ministries/Division, Departments)
5 Develop improvement plan for award system for NIS good practices such as NIS award.
6 Conduct quarterly meetings, review the progress of NIS and NIS related policies.
7 Select and award NIS good practices based on activities 2-5 and 3-4.
8 Based on activities 2-1 - 2-5, update guidelines/formats of NIS workplan, NIS award and good practices of NIS related policies.
9 Prepare NIS annual report and report to Executive Committee.
10 Develop online system for reporting and monitoring of NIS workplan.

Output 3

1 Select Ministry/Divison, Department, Field (District/Upazila) for intensive monitoring.
2 Support prepareing detailed work plans to implement NIS and NIS related policies for selected Ministry/Divison, Department, Field (District/Upazila).
3 Review and monitor progress of detailed work plans prepared by activity 3-2.
4 Based on activity 3-3, compile case studies of NIS related good practices.

Output 4

1 Based on activities 1-1 - 1-3, develop draft capacity development plan for promoting NIS implementation.
2 Prepare list of resource persons for NIS related trainings.
3 Improve existing NIS related trainings program conducted by the governmnet (improvement of standard training module/materials, implement and review).
4 Improve orientations for NIS focal persons (improvement of standard orientation materials, implement and review).
5 Finalize capacity development plan for promoting NIS implementation.

Output 5

1 Based on activities 1-1 - 1-3, develop draft NIS public relations strategy.
2 Based on activity 5-1, conduct general public relations activities (e.g. SNS, websites, seminars, video, TVC).
3 Based on activity 5-1, conduct public relations activities to NIS promoters (e.g. school teachers, media)
4 Based on activities 5-2 and 5-3, review effectiveness of public relations activities and update NIS public relations strategy.
5 Based on activity 5-4, finalize NIS public relations strategy.
