Signing a Memorandum of Cooperation with the International Committee of the Red Cross (ICRC) and holding a meeting with ICRC President Spoljaric

On June 9, the Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation (MoC) with the International Committee of the Red Cross (ICRC). The signing took place online between JICA President Tanaka Akihiko and ICRC President Mirijana Spoljaric. Subsequently, JICA Executive Senior Vice President Yamada Junichi met with President Spoljaric at JICA Headquarters on June 14.
Since the Russian invasion of Ukraine began in February 2022, JICA, together with the international community, has been providing various assistance to Ukraine and its neighboring countries—not only emergency assistance but also subsequent sustainable reconstruction assistance. Meanwhile, the ICRC has been deploying personnel in conflict-affected countries, among others, to carry out assistance-, protection-, and prevention-related activities to preserve people’s dignity and livelihoods, utilizing its network of Red Cross and Red Crescent Societies.

Under the concluded MOC, both participants agreed to plan and implement seamless cooperation in conflict-affected countries, including Ukraine, in areas ranging from emergency assistance to reconstruction, taking advantage of JICA’s long-standing trust and expertise and the ICRC’s mobility in the field. Based on this MOC, JICA and the ICRC are considering cooperation in the field of logistics in conflict-affected countries, and plan to build a system that will enable prompt and reliable transport of materials and equipment to areas where there is a real need.

At the meeting on June 14, Executive Senior Vice President Yamada expressed his respect for the work of the ICRC, which has consistently provided humanitarian assistance in conflict zones around the world. President Spoljaric then conveyed her willingness to collaborate with JICA in areas requiring assistance in the future. Both participants reaffirmed the importance of the humanitarian-development-peace nexus as conflict issues erupt in various parts of the world, and confirmed that they would strengthen their collaboration.
