Signing of a Memorandum of Cooperation with USAID and KOICA in Ghana: Contributing to the achievement of universal health coverage

On July 25, the Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation (MoC) with the United States Agency for International Development (USAID) and the Korea International Cooperation Agency (KOICA) on cooperation for healthcare support in the five northern regions (Upper West Region, Upper East Region, North East Region, Savannah Region, and Northern Region) of the Republic of Ghana.

The signing ceremony was held in the capital of Ghana, Accra, and the MoC was signed by the respective representatives, namely, Chief Representative Suzuki Momoko of JICA Ghana Office; Mission Director Kimberly Rosen of USAID Ghana; and Country Director Seungmin Oh of KOICA Ghana Office. The ceremony was attended by ambassadors of Japan, the United States of America , and the Republic of Korea, as well as Ghana's Deputy Minister of Health, and marked the first time that an MoC was signed between JICA, USAID, and KOICA.

JICA, USAID, and KOICA have been working together to provide healthcare support to people in the five northern regions of Ghana, where poverty rates are high and, being far from Accra, access to basic healthcare services is limited. In order to improve the healthcare situation in Ghana, JICA, USAID, and KOICA decided to sign a tripartite MoC to ensure regular exchange of information and effective utilization of each organization’s respective healthcare know-how and resources.

The MoC aims to promote primary healthcare (*1) in the five northern regions of Ghana through cooperation among the three parties, and to provide support towards realizing the Government of Ghana's goal of achieving Universal Health Coverage (*2).

By promoting further collaboration with USAID and KOICA, JICA is willing to work together more closely with the Government of Ghana, concerned stakeholders, and other development partners for the achievement of human security and SDGs (Sustainable Development Goals) Goal 3 (Good health and well-being).

*1 The fundamental premise of primary healthcare (PHC) is that all people, everywhere, have the right to achieve the highest attainable level of health. PHC is a basic principle of the global health strategy adopted by the World Health Organization (WHO) and ensures that healthcare is delivered in a way that is centered on people’s needs and respects their preferences.

*2 Universal health coverage (UHC) means that all people have access to the full range of quality health services they need, when and where they need them, without financial hardship. It covers the full continuum of essential health services, from health promotion to ill-health prevention, treatment, rehabilitation, and palliative care.
