The Fukuoka Method, a semi-aerobic landfill structure that has attracted attention as one of the measures to reduce methane gas emissions in waste management, was discussed from various perspectives, including specific examples of its implementation and possible financial support schemes for the introduction. JICA, with reference to JICA's Global Agenda and the Japanese government's initiatives for inter-city cooperation, discussed the usefulness of introducing the Fukuoka method in developing countries and emphasized the importance of human resource development.
With keynote speeches and panel discussions by experts who are involved in methane reduction promotion activities and supporting the introduction of the Fukuoka method overseas, presentations and discussions were held on the theme of how the semi-aerobic landfill structure "Fukuoka method" can contribute to reducing methane gas emissions and improving the living environment of cities.
JICA's Akihiro Miyazaki, Deputy Director General of the Global Environment Department and Director of the Environmental Management and Climate Change Group, addressed the panel discussion, pointing out that the Fukuoka Method can be a solution to the challenges faced by developing countries, and that human resource development is the most important factor to improve waste management in developing countries. He also stated that JICA will continue to work with various resources in Japan and other development partners to improve waste management capacity in developing countries based on the JICA Clean City Initiative (JCCI) as well as other initiatives such as the Clean City Partnership Program (C2P2) promoted with the Ministry of Environment of Japan.
