On June 4 and 5, 2025, JICA's Chief Digital Officer (CDO), TOJIMA Hitoshi, participated in and took the stage at the "CDO & CAIO Summit Tokyo 2025 Summer," held in Tokyo.
This summit, organized annually by the CDO Club Japan, is the only event in Japan where over 30 Japanese digital transformation (DX) leaders gather in person to exchange opinions from an individual standpoint, transcending the boundaries of their respective companies and organizations. This year marks the seventh iteration of the event.
The summit positioned 2025, a year of rapid AI social implementation and dramatic shifts in geopolitics, economics, and values, as a "singularity of social change." Participating CDOs and CAIOs (Chief AI Officers) engaged in discussions on the evolution of generative AI and quantum computing, transformations in corporate management and social structures, talent acquisition and development in the AI era, and the redefinition of customer experience, exploring the future of business and society in Japan and globally. Over 1,000 viewers attended the summit online.
On the second day of the summit, CDO Tojima joined a roundtable discussion that lasted over three hours, where he introduced JICA's overview and its DX vision, candidly shared challenges faced in promoting DX initiatives, and contributed to the discussions. Furthermore, from the perspective of achieving JICA's organizational vision of "Leading the world with trust," he emphasized the importance of enhancing the resilience of developing countries, JICA's partners/clients, through initiatives that consider diversity and inclusiveness even in the digital realm. He pointed out that this contributes to strengthening Japan's resilience through JICA's efforts in 'co-creation' and 'circular flow (環流),' a concept from the Japanese government's Development Cooperation Charter, which involves bringing back to Japan new solutions and social values generated through ODA (Official Development Assistance) projects and programs.

Such forums for dialogue and discussion, which transcend organizational boundaries, not only lead to the building and strengthening of partnerships with the private sector and civil society -a priority for JICA- but also enhance the quality of JICA’s cooperation projects aimed at developing countries through the insights and networks gained. JICA will continue participating in and contributing to these opportunities whenever they arise.
