JICA accepts Outsider Reports for the purpose of contributing to the early identification and correction of illegal acts related to JICA's business operations and to ensuring the fairness of JICA's business operations.
1. What act can be reported?
Any act by JICA (including officers and employees who are engaged in JICA's business) that violates or may violate laws and regulations can be reported.
Note: Information that is not subject to Outsider Report, but is subject to JICA's Measures based on JICA’s Rules on Measures can be reported at the Fraud and Corruption Information Consultation Desk.

Since it is necessary to respond appropriately to the report, please clarify the following items 1 to 7 as much as possible when reporting.
- 1 . Name of the Outside Reporter (real name)
- 2 . Affiliation of the Outside Reporter
- 3 . Contact information of the Outside Reporter
- 4 . The name of the Country and JICA project in which the act that violates or is likely to violate laws and regulations was carried out
- 5 . Summary of act that violates or may violate laws and regulations
- 6 . Laws and regulations that you believe are in violation
- 7 . Objective evidence of the violation of the relevant laws and regulations (written records, audio recordings, etc.)

Note: Please note that if the content of your submission is a general opinion or complaint, and the information is not subject to Outsider Report, it may be forwarded to the relevant department within JICA.
5. Response after receiving Outsider Report
The person in charge of Outsider Report will confirm the content of the report, decide whether to accept or reject it as an Outsider Report, and notify the Outside Reporter.
If the report is accepted as an Outsider Report, we will investigate it while paying attention to the confidentiality of the Outside Reporter and the protection of personal information. In addition, on the premise that it is ensured that the Outside Reporter will not be disadvantaged, please be aware that we may use it for necessary investigations and corrective measures by sharing information with JICA’s internal relevant departments and government agencies such as the Ministry of Foreign Affairs and holding consultations with the government of the partner country based on such information. Furthermore, if corrective measures are taken, the Outside Reporter will be notified to that effect, and if JICA does not recognize that there is a fact subject to Outsider Reports, the Outside Reporter will be notified to that effect, to the extent that it does not interfere with the proper execution of business and the protection of the confidentiality, credibility, honor, and privacy of interested parties.
