Signing of Record of Discussions on Technical Cooperation Project with the Philippines: Supporting the Capacity Building of the Bangsamoro Transition Authority in Mindanao

On June 17, the Japan International Cooperation Agency (JICA) signed a Record of Discussions (R/D) with the Government of the Republic of the Philippines in Cotabato concerning a technical cooperation project called “The Capacity Development Project for Bangsamoro”.

In March, 2014, the conflict in the central and western parts of Mindanao Island and the Sulu archipelago, which had continued for over 40 years, came to an end as a result of the peace accord ratified by the Philippine Government and the Moro Islamic Liberation Front (MILF) and an agreement was reached to establish the Bangsamoro Government. The Bangsamoro Transition Authority was inaugurated in February 2019, following the approval of the Bangsamoro Organic Law, which serves as the basis of the establishment of the new autonomous government, and the plebiscite to determine the autonomous region.

From now on, the Bangsamoro Transition Authority plans to go ahead with preparations for the establishment of the Bangsamoro Government in 2022.

In the Bangsamoro Autonomous Region in Muslim Mindanao, this project aims to strengthen the government’s administrative management capacity by reinforcing the human resources and organizational capabilities of the Bangsamoro Transition Authority and improving living conditions in the agricultural sector, which is the main industry in the region.
