Signing of Japanese ODA Loan Agreements with the Philippines: Contributing to the alleviation of traffic congestion in regional major metropolitan centers—Metro Cebu and Metro Davao—with Japanese technology

On June 16, the Japan International Cooperation Agency (JICA) signed loan agreements with the Government of the Republic of the Philippines in Manila to provide Japanese ODA loans of up to a total of 154.055 billion yen for two projects.
A summary of the two Japanese ODA projects provided by the loan agreements is as follows:
(1) Cebu-Mactan Bridge (4th Bridge) and Coastal Road Construction Project (loan amount: 119.225 billion yen)
(2) Davao City Bypass Construction Project (II) (loan amount: 34.830 billion yen)

(1) Cebu-Mactan Bridge (4th Bridge) and Coastal Road Construction Project
(a) Objective and Summary
The objective of the project is to respond to increasing traffic demand in Metro Cebu by constructing a long-span road bridge between Cebu and Mactan Island and the connecting coastal road, thereby contributing to socio-economic development through mitigating traffic congestion. This project will contribute to the achievement of SDGs Goals 9,11.
The Special Terms for Economic Partnership (STEP)* will apply to the Japanese ODA loan for the project, and it is expected that advanced Japanese technology, such as Design and construction of long span steel box girders and Steel for Bridge High Performance Structure, will be utilized in the project for constructing the long-span steel box girder bridge and coastal road.

(2) Davao City Bypass Construction Project (II)
(a) Objective and Summary
The objective of the project is to respond to increasing traffic demand, mitigate traffic congestion in Davao City and improve logistics in the biggest economic region in Mindanao, the center of which is Davao City. This will be done by constructing a bypass road connecting the southern tip and the center part of the City in Mindanao, thereby contributing to economic development in Mindanao. This project will contribute to the achievement of SDGs Goals 8,11.
The Special Terms for Economic Partnership (STEP)* will apply to the Japanese ODA loan for the project, and it is expected that advanced Japanese technology for tunnel excavation and construction will be utilized in the project for the country's first long tunnel.

* STEP refers to special assistance terms for promoting the visibility of Japanese aid through a transfer of outstanding Japanese technology and expertise to developing nations. The main contract is Japan tied and subcontracting is general untied. Although the main contract allows a joint venture with the borrowing country in addition to the Japanese company and its subsidiary with an overseas presence, the Japanese company must be the leading partner in such an arrangement.
