On Nov.24th, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Socialist Republic of Vietnam in Hanoi for the Project for Strengthening Capacity in Industrial Property Examination in IP Viet Nam, a technical cooperation project .
This project aims to establish stable and reliable patent examination operations through revising examination guidelines for patents, developing patent examination quality management documents, and strengthening Vietnam's patent examination ability. The project will contribute to the achievement of SDGs Goals 8, 9, and 17.
In Vietnam, coupled with recent economic development, the number of patent applications from home and abroad has increased sharply in various technical fields including advanced technology (from 2,896 in 2009 to 6,174 in 2018, an increase of approximately two times). Therefore, it is difficult to carry out timely examination for these rapidly increasing patent applications while maintaining the quality of substantive examination in terms of transparency, predictability, consistency, and accuracy.
This project is expected to improve the business environment leading to further economic development of Vietnam and the attraction of foreign companies in the future. It will do this by promoting the stable and reliable operation of patent examination at the Intellectual Property Office of Vietnam.
