Signing of Record of Discussions on Technical Cooperation Project with Cabo Verde:Supporting the promotion of renewable energy development

On Jan. 7, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of Republic of Cabo Verde in Praia for The Project for Introduction of Hybrid Power Generation System, a technical cooperation project.

This project will establish appropriate measures to promote and operate renewable energy power generation, and strengthen the system for the operation and maintenance of diesel power generation in Cabo Verde. The purpose is to introduce a hybrid power generation system that combines renewable energy and thermal power generation, thereby contributing to SDGs Goals 7 and 13.

Cabo Verde is poor in energy resources, and its dependence on imports of light and heavy oil has pushed up energy costs and had a chronic negative impact on its balance of international payments. In response to this, the country has set a goal of increasing the penetration rate of renewable energy, mainly solar and wind power as locally produced energy resources, to 50% by 2025. However, this rate has not exceeded the 20% level since 2015. In order to maintain a reliable supply of electricity and achieve further penetration of renewable energy, a development strategy and proper operation of renewable energy generation as well as adequate operation and maintenance of diesel power generation are issues that need to be addressed.

Among African countries, Cabo Verde is relatively advanced in the introduction of renewable energy, and through this project is expected to become a leading model for the introduction of hybrid power generation systems. The significance of securing energy without depending on other countries is increasing during the COVID-19 pandemic. This project will promote local production and local consumption of energy, and support the core infrastructure of this African island nation under the impact of COVID-19.
