The Japan International Cooperation Agency (JICA) signed a memorandum of understanding with the Alliance to End Plastic Waste(*) (the Alliance) on March 15 to improve plastic waste management globally, thereby contributing to the transition towards a circular economy.

Marine plastic waste is a global problem going beyond national boundaries, and international efforts to reduce it are required. Based on this cooperation agreement, JICA and the Alliance will work together in the following areas to promote sustainable plastic waste management.

1.Promote understanding of the problem of global plastic waste.
2.Assess and provide support for improving policies on waste management at the local level.
3.Share strategic planning, knowledge sharing, and best practices relating to circular economies.

AMANO Yusuke, senior vice president of JICA, gave as examples of these efforts,
1) in the Marshall Islands promoting the recycling of PET bottles by introducing a deposit system for beverage containers,
2) in Kenya adopting alternative materials in collaboration with a private Japanese company, and
3) in India using picture books to raise awareness through environmental education based on the 3 “R”s (Reduce, Reuse, Recycle).
Mr. Amano said, “Many developing countries still lack the technologies and funding needed for implementing countermeasures against plastic waste, and JICA has been working with developing countries to stop plastic waste flowing into the sea. In addition, in order to improve land-based waste management, it has helped by strengthening the capacity of those involved in waste management, promoting the introduction of alternative materials, and raising the awareness of the population. This memorandum made with the Alliance should lead to fruitful cooperation.”

Jacob Duer, President and CEO of the Alliance, said “We are pleased to formalize a strategic partnership with JICA. This partnership will help the Alliance leverage JICA’s work in the economic and social development of developing countries, especially in the Asia-Pacific region. Through our collaboration with JICA, we hope to explore innovative and impactful solutions on plastic waste management in these countries”

JICA and the Alliance will put their strengths and resources together to improve plastic waste management, starting with plastic waste in the sea. It will lead to producing clean cities and promote activities to protect the marine environment and contribute to SDGs Goals 11, 12, and 14.
