The Project for Enhancement of Coordination and Monitoring for ASEAN Accession under Japan International Cooperation Agency (JICA) Timor-Leste Office, Japanese government agency which implements official development assistance (ODA), is now seeking qualified persons as follows.

1. Position and Job Description
Position: Program Officer (1) Person

Job Description:
Under the Japanese Advisors (hereinafter called “the Advisors”) dispatched to the Ministry of Foreign Affairs and Cooperation (MNEK), the employees shall provide management and logistics services in the following areas.

(a) Planning, Preparation, Progress Management, Evaluation and Follow-up of Training Programs in Timor-Leste and/or abroad
(b) Preparation, facilitation, reporting and follow-up of meetings with relevant government departments and other related national and/or international organizations,
(c) Presentation/briefing of project/training related issues to meetings and trainings,
(d) Communicating with media organisations (TV, Newspapers, Radio etc.) to publicise Project Activities. Provide Translation service when needed.
(e) Drafting official letters and other correspondences,
(f) Any other duties requested by the Advisors necessary for smooth project implementation.

2. Duty Office
JICA Project office in Ministry of Foreign Affairs and Cooperation Av. de Portugal, Dili, Timor-Leste

3. Contract period
1st Contract will be from January 1st, 2025 to March 31st, 2025. For an outstanding performer, contract will be extended within project cooperation period (until Mar.2027 at the maximum).

4. Expected Starting Date of service: January 1st, 2025

5. Qualifications and Experience                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                            a. Nationality of Timor-Leste.
b. University degree. (BA from foreign university preferred)
c. At least three (3) years of relevant work experience related to Training Coordination (Planning, Preparation, Progress Management, Evaluation and Follow-up) at Government Agencies or International Organizations.
d. Good command of business English (4 abilities; writing, reading, listening and speaking) and Tetum. Knowledge of Portuguese and Bahasa Indonesia is an advantage.
e. Computer literacy in word processing (e.g. Microsoft Office Word), spreadsheets (e.g. Microsoft Excel), presentation software (e.g. Microsoft Power Point) and internet.
f. Experience of having worked in a multicultural environment (Experience in working with international agency preferred).
g. Business skills such as receiving instructions, reporting progress/results in writing, punctuality, etc.

7. Deadline
