JOB Vacancy for JICA Project (Field Program Officer)

Project for Promotion of Sustainable Coastal Fisheries for Blue Economy under Japan International Cooperation Agency (JICA) is now seeking a qualified person as follows.

1. Position and Job Description
Position: Field Program Officer
(Able to make many local business trips to municipalities)

Job Description:
Under the Japanese experts dispatched to the Ministry of Agriculture, Livestock, Fisheries, and Forestry, the employees shall provide management and logistics services in the following areas
a. Support the planning, preparation, progress monitoring, evaluation, and follow-up of surveys and pilot projects in Timor-Leste.
b. Support the preparation, facilitation, reporting, and follow-up of meetings with fisheries stakeholders, relevant government departments, and other national and international organizations.
c. Any other duties requested by the Experts necessary for smooth project implementation.

2. Duty Office
Ministry of Agriculture, Livestock, Fisheries and Forestry

3. Contract period
Three (3) months including fifteen days of probationary period (after first three months, there is a possibility to extend within project cooperation period (June 2028).

4. Expected Starting Date of service: July, 2025

5.Qualifications and Experience 　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　
a. Nationality of Timor-Leste.
b. University degree. (BA from foreign university preferred)
c. At least three (3) years of relevant work experience at Government Agencies or International Organizations.
d. Good command of business English (4 abilities; writing, reading, listening and speaking) and Tetum. Knowledge of Portuguese and Bahasa Indonesia is an advantage.
e. Computer literacy in word processing (e.g. Microsoft Office Word), spreadsheets (e.g. Microsoft Excel), presentation software (e.g. Microsoft Power Point) and internet.
f. Experience of having worked in a multicultural environment (Experience in working with international agency preferred).
g. Business skills such as receiving instructions, reporting progress/results in writing, punctuality, etc.
