Japan International Cooperation Agency (JICA) Timor-Leste Office, a Japanese governmental agency which implements official development assistance (ODA), is now seeking a qualified person as follows.

1. Position and Job Description,
♦ Position: Assistant for a JICA Expert (one person)
♦ Job Description:
under the Domestic Rice Promotion Advisor (hereinafter called “the Expert”) dispatched from Japan to the Ministry of Agriculture, Livestock, Fisheries, and Forestry and National Council for Food Security, Sovereignty and Nutrition, the employee shall provide management and logistics tasks in the following area.
a. Documents and information management such as collecting, classifying, and filing,
b. Drafting official letters and other correspondences,
c. Arrangement of appointments by coordinating with related officials/persons,
d. Preparation of meetings and seminars by coordinating with government departments and other related organizations,
e. Attending meetings/seminars with the Expert or independently, performing interpretation during meetings, and drafting memos of the meetings and the seminars,
f. Presentation/briefing of project/training related issues to meetings and seminars,
g. Logistical arrangement for receiving missions and sending trainees to overseas,
h. Procurement of local consulting service and equipment,
i. Conducting field trip to municipalities with the Expert and draft field trip report,
j. Other special duties requested by the Expert in program management.

2. Duty Office: Ministry of Agriculture, Livestock, Fisheries, and Forestry and National Council for Food Security, Sovereignty and Nutrition, Dili, Timor-Leste

3. Contract period: From Mid-January 2026 to Mid-December 2026 (around 11 months)
* Even during the time of the Expert's absence, the work continues at the ministry (or at home) under remote supervision of the Expert.

4. Expected Starting Date of service: Mid-January 2026

5. Qualifications and Experience                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                     a. Nationality of Timor-Leste.
b. Applicants aged between 25 and 39 are preferred.
c. University degree. (degree from a foreign university preferred)
d. At least two (2) years of relevant work (including research in academic) experience such as project management and/or training coordination with government officials.
e. Fluency in English and Tetum. Knowledge of Portuguese and Bahasa Indonesia is preferable.
f. Computer literacy in word processing (e.g. Microsoft Office Word), spreadsheets (e.g. Microsoft Excel), presentation software (e.g. Microsoft Power Point) and internet is essential.
g. Computer literacy in data collection, analysis and presentation will be an advantage.
h. Ability to work in a multicultural environment (Experience in working with international agency preferred).
i. Basic business skills such as receiving instructions, reporting progress/results, taking notes, punctuality, etc.
j. Basic knowledge on international assistance and cooperation preferred.

6. Labour management
Your employment will be managed under the following arrangements:
♦ Working hours, attendance, and leave will be managed in line with the national labor law and referred to the human resources policy of the JICA Timor-Leste Office.
♦ Attendance and working hour monitoring will be done by the Expert.
The performance will be evaluated by the Expert based on daily activities and monthly reports.
♦ The amount of remuneration and the method of paying taxes and social security contributions (either by the individual or by the JICA office) will be determined during contract negotiations.
