PUBLIC ANNOUNCEMENT FOR PROCUREMENT OF SERVICES

Japan International Cooperation Agency (JICA) Timor-Leste Office is conducting a QBS (Quality Based Selection) procurement of the services for “Security and Safety Management Consultancy.” Any firms or individual consultants who are interested in the QBS procurement or bidding (hereinafter referred to as “the interested firms/ consultants”) are herewith informed of the following:

1. General Information
1.1 Name of Project:
Security and Safety Management Consultancy

1.2 Description of the Services:
• Ensure the safety and security of JICA personnel through proactive monitoring, risk assessment, and timely response.
• Provide accurate and timely security information and forecasts of potential risks.
• Support JICA related personnel during emergencies, accidents, or crimes.

1.3 Duration of the Services:
Contract Period: Commencing on April 1st, 2026 and ending on March 31, 2027
Continuation of the contract will be negotiated by both parties during the above-mentioned contract period.

1.4 Working Arrangements
The Consultant shall primarily perform services remotely (work-from-home). However, upon JICA’s request, the Consultant may be required to carry out tasks or meetings at the JICA office or other designated locations as necessary for the proper performance of the services.

2. How to Participate in the QBS
The interested firms/consultants have to submit to JICA Timor-Leste office a proposal including a quotation and “Proof of Legal Person in Timor-Leste”. The period of acceptance for proposals is between February 5th and February 24th, 2026. Any submission after 16:30 on February 24th, 2026 is not acceptable.

3. Eligible Organization
a. Security consulting firm, which is duly registered under the law of Timor-Leste, has enough experience to provide Security and safety management consultancy for any international organizations or Embassies.
b. Individual consultant who has enough experience in working as Security and safety management consultant for any international organizations or Embassies.

4. Distribution of Request for Proposal
4.1 Place of Distribution: JICA Timor-Leste Office
4.2 Period of Distribution: From February 4th to February 14th, 2026 (9:00∼16:30 except 12:00~ 13:30)
Remarks: Only submission format can be distributed by mail or by electric data.
4.3 Inquiry about the Request for Proposal
Inquiry about the Request for Proposal shall be sent to the Contact Address for Inquiry in writing or by standard electronic means which includes email transmissions before 16:30 on February 6th , 2026.

5. Procedure of QBS
5.1 Deadline of the Proposal Submission: 16:30 on February 24th, 2026
5.2 Date of Evaluation Proposal: February 25th, 2026
5.3 Attendance: Not acceptable
5.4 Disqualification/ Invalidation of Proposal
a) a proposal submitted by a non-eligible firm or an individual consultant;
b) a proposal which does not fulfill the requirements described in the Request for the Proposal; or
c) a proposal submitted after the deadline of the submission indicated in Section 5 (1) in this document.

5.5 Method of Selection
JICA shall select a firm or an individual consultant using the QBS evaluation methodology, which gives 80 points to a technical proposal, and a firm or an individual consultant who obtains the minimum required technical score, will qualify to proceed to the final presentation by Power Point, in person at JICA Timor-Leste Office (20 points).
More details of the evaluation method are described in the RFP, particularly Section 2: Instructions to the Consultants.

5.6 Contract
JICA Timor-Leste Office will invite the first ranked consultant to the negotiations of the contract for the services. Upon the mutual agreements by both the parties, JICA will finalize and award the contract to the selected consultant.
