PUBLIC ANNOUNCEMENT FOR PROCUREMENT OF GOODS

Japan International Cooperation Agency Timor-Leste office will conduct a shopping by quatation for procurement of the goods under Technical Cooperation of the Government of Japan as follows.

1. General Information

a. Name of Project: Project for Promotion of Sustainable Coastal Fisheries for Blue Economy (JICA BFISH Project)
b. Description and Specifications of the Goods:
Procurement of Fish Aggregating Devices (FADs) Installation materials for the “Project for Promotion of Sustainable Coastal Fisheries for Blue Economy”, JICA BFISH project).

c. Deadline of Delivery: December 31, 2026
d. Place of Delivery (Site): JICA BFISH Office (Ministry of Agriculture, Livestock, Fisheries and Forestry, Comoro, Dili)
e. Pricing: All custom duties, taxes, and shipping cost for import shall be included in the quotation price.
f. Offer Currency: US Dollar only

2. Eligible Firms or Companies

a. Those who are juridical person duly registered under the law of the Timor-Leste, and
b. Those who accept a single payment after delivery or advance payment within the limit of forty percent (40%) of the total contract price in return for a bank guarantee assuring the same amount of advance payment, and

3. Distribution of Request for Quotation (RFQ)

a. Place of Distribution: Procurement Section, JICA Timor-Leste Office
b. Period of Distribution: From July 27,2026 to July 31, 2026 (08.30-17.00)
c. Remarks: Request for Quotation are free of charge.

4. Briefing Session for Instruction of Procedure and Inquiry about the Request for Quotation

Those who have intent to submit the quotation shall attend a briefing session for instruction of procedure and specification.
a. Place of Briefing Session: Meeting Room A at JICA Timor-Leste Office
b. Date and Time of Briefing Session: July 29, 2026, at 10.00-12.00am

5. Procedure of Quotation Submission

a. Deadline for your offer: August 07, 2026 at 16.00
b. Destination for Submitting the Quotation: JICA Timor-Leste Office
c. Attention: Quotations must be sealed and submitted by hand, registered mail, or courier service only. All offers shall be opened and evaluated by the Purchaser after the deadline.
d. Invalidation of Quotation
⁽¹⁾ A quotation offered by non-eligible firms or companies
⁽²⁾ A quotation contains any false contents
⁽³⁾ A quotation offered by those who violate any requirement and/or conditions of the RFQ
e. Criteria for Selection of Successful Bidder
A bidder whose offer price is lower than the pre-determined price studied and set by JICA Timor-Leste Office in accordance with rules and regulations of JICA will be a successful bidder.
f. Contract: To be drafted by JICA Timor-Leste Office, and agreed by both parties
