My name is Hiroyuki YAKUSHI, and I assumed the position of Chief Representative of the JICA Ethiopia Office in October 2025.
Ethiopia is a country located in East Africa, with a population of approximately 120 million. It is a nation with a rich history of ancient civilization, and has developed its own unique language, calendar, and cultural traditions. As the host country of the African Union (AU) headquarters, Ethiopia plays a vital role in regional politics and economics.
Direct flights operate between Tokyo (Narita) and Addis Ababa, the capital of Ethiopia, and with only a six-hour time difference, Ethiopia is in fact a country that feels “closer than it seems” to Japan. This physical and temporal proximity offers great potential for deepening exchanges between our two nations. Ethiopia is also widely known as the birthplace of coffee. The traditional Ethiopian coffee ceremony remains an integral part of daily life, symbolizing hospitality and community. Ethiopian Arabica coffee is highly appreciated in Japan for its quality and flavor, contributing to cultural exchange between our countries.
Japan and Ethiopia share a long-standing relationship. In the 1930s, the two countries signed a Treaty of Friendship and Commerce, and in a memorable diplomatic gesture, the Emperor of Ethiopia presented a lion to the Japanese Emperor. Such unique historical ties have laid the foundation for ongoing cooperation in various fields.
I previously served in Ethiopia from 2006 to 2008 as a staff member of the JICA office, and this appointment marks my return after nearly 20 years. It is a great honor to once again stand on this land, carrying with me the memories of my earlier posting.
Over the past two decades, Ethiopia has undergone remarkable transformation. The expansion of infrastructure, urban development, and improvements in education and health services are clear signs of progress. At the same time, the country continues to face complex economic and social challenges.
Yet, amid these changes, what has remained unchanged—and continues to resonate deeply with me—is the warmth, sincerity, and diligence of the Ethiopian people. Their unwavering spirit and commitment to daily life are just as I remember from two decades ago, and I am truly moved to witness these enduring qualities once again. I feel a profound sense of gratitude and joy to be able to walk alongside the people of this country once more.
Ethiopia holds great potential for further development. Its youthful and energetic population, vast arable land with diverse climatic zones, and rich cultural diversity are invaluable assets. Moreover, its strategic geographic location near the Middle East and Europe positions it as a potential hub for regional economic activity.
JICA is committed to contributing to Ethiopia’s sustainable development more than ever before. We will strengthen collaboration with a wide range of partners—including private companies, NGOs, universities and research institutions, and other donors—and promote comprehensive cooperation tailored to local needs. Our efforts will focus on building a resilient economic structure centered on agriculture and industrial development, fostering human resource development, promoting peace and stability, improving social services and quality of life, and enhancing climate resilience. Through these initiatives, we aim to support Ethiopia in achieving human security for all.
Furthermore, deepening the trust and friendship between the people of Japan and Ethiopia remains a core mission for us. We will continue to value human connections and strive to serve as a bridge between our two nations, guided by mutual understanding and respect.
