Signing of Grant Agreement with Badan Keamanan Laut Republik Indonesia: The Project for the Enhancement of Ability in Maritime Safety and Security

On Friday, 22 March, 2024, Japan International Cooperation Agency (JICA) signed the Grant Agreement (G/A) with Badan Keamanan Laut Republik Indonesia (BAKAMLA) to provide grant aid of up to 9,053 million yen for “Project for the Enhancement of Ability in Maritime Safety and Security”. Under this agreement, JICA and BAKAMLA mutually agreed on the project framework and implementation. The signing took place in the presence of Japan’s Ambassador to Indonesia Masaki and BAKAMLA Chief Vice Admiral Irvansyah.

While the waters around Indonesia are rich in fishery resources and constitute an extremely important sea lane in terms of international logistics—with approximately 90% of the crude oil imported into Japan passing through them—Indonesian sea are very vulnerable to illegal fishing activities, smuggling of people and goods, terrorism, piracy, human trafficking, and natural disasters. Patrols in the waters have therefore become increasingly important. Although the Indonesian Government has made significant efforts to improve the system and to strengthen the monitoring, the number of patrol boats owned by the Indonesian Government is not sufficient to cover all Indonesian sea’s vast area. With this background, strengthening the capacity of BAKAMLA and increasing the number of patrol vessels and other assets has becoming a very important issue.

The grant will strengthen the capacity of BAKAMLA to conduct maritime rescue and maritime law enforcement promptly and appropriately by providing a patrol vessel. This grant also will collaborate with the technical cooperation project between JICA and BAKAMLA which titled "Project for Strengthening BAKAMLA's Capacity" that commenced on February 20, 2024, technical project to advance BAKAMLA's capacity for maritime security. Further to that, this project will contribute to the achievement of SDGs Goals 9 (Industry, innovation and infrastructure), 14 (Life below water), and 16 (Peace, justice and strong institutions).
