Welcome to the website of the JICA Pakistan Office.
As of 1 February 2026, I have assumed the role of Chief Representative of JICA Pakistan. This is my first assignment in Pakistan, and I have already been deeply impressed by the kindness and warmth of the people in this country.
To address today’s compounded crises, office will further advance the creation of a sustainable, an inclusive and resilient socio-economic system, based on the principle of “human security”, which is established in the Development Cooperation Charter, as the guiding principle for all of Japan's development cooperation. We seek the advance for development that protects people's lives, livelihoods and dignity, with a commitment to reducing disparities and leaving no one behind.
Pakistan, with a population of approximately 260 million—the fifth largest in the world—has a young demographic profile, with those aged 0–14 making up 36.7% of the population (2026). While the country holds significant economic potential, reflected in its per‑capita GNI of USD 1,430 (2024), essential social indicators in areas such as education, healthcare, and water access remain generally inadequate, and gender‑related indicators rank among the least favorable globally. Pakistan is also highly vulnerable to earthquakes, natural disasters, such as the floods that submerged one‑third of the country in 2022 and caused over 2,000 casualties in 2025.
JICA supports Pakistan in overcoming these challenges and achieving sustainable growth through a combination of technical cooperation, yen loans, private‑sector investment finance, and grant aid. Leveraging the strengths of Japan’s development cooperation—particularly our long‑standing emphasis on working collaboratively with partners— We are committed to pursuing areas where JICA can bring unique value to Pakistan.
Examples include:
- Catalytic role of ODA: Enhancing problem‑solving capacity and mobilizing private finance through close collaboration with domestic and international stakeholders.
- Creating an enabling environment: Supporting regional stability and improving investment conditions to foster a conducive environment for both Pakistan and Japan.
- Think‑tank functions: Accumulating, analyzing, and disseminating insights on Pakistan’s development challenges and applying these learnings to cooperation in other countries.
Without international cooperation, addressing such compounded crises is extremely challenging. Even developed countries cannot effectively address climate change or tackle infectious diseases on their own.
These compounded crises also open new avenues for innovation, with co-creation being the most effective method for developing solutions. By collaborating with partner countries, agencies like JICA – alongside diverse stakeholders, including private companies, NGOs, and universities – can leverage new technologies and disseminate highly effective development approaches. In addition to addressing development challenges in partner countries, innovations created through such collaborative processes can contribute to human security worldwide. Co-creation generates “circulation.” JICA also contributes to human security and sustainable development by circulating co-created innovations globally, while also applying solutions to challenges in Japan.
