New JICA Grant Aid Projects agreed: Improvement of National Fisheries College and Human Resource Development Scholarship to celebrate 50+ years of Friendship between PNG and Japan.

On Friday 20th June 2025, the Government of Papua New Guinea and Government of Japan officiated the following two Grant Aid projects through the Exchange of Notes (EN) and signing Grant Agreements (GA).
(i) The Project for the Improvement of Facilities and Training Equipment of National Fisheries
College (Grant Amount: JPY3,255 million, approx. PGK92.5 million)
(ii) The Project for Human Resource Development Scholarship (JDS)
(Grant Amount: JPY422 million, approx. PGK12 million)
The two Grant Aid projects valued at approximately PGK104.5 million will be implemented by Japan International Cooperation Agency (JICA) as part of Japan’s Official Development Assistance (ODA) to PNG.

The EN was officiated by Honorable Justin TKATCHENKO, Minister of Foreign Affairs, and His. Excellency MOCHIZUKI Hisanobu, Ambassador of Japan to PNG. The GAs were signed between Mr. Koney SAMUEL, Secretary of the Department of National Planning and Monitoring, and Mr. MATSUOKA Hideaki, the Chief Representative of JICA PNG Office. The conclusion of the EN and GA will allow the Japanese side to furnish funding and technical support for the two projects to be implemented.
Hon. TKATCHENKO thanked the Government of Japan for its long-lasting ODA to PNG, which started in 1974, and acknowledged the establishment of NFC as the very first project. He also mentioned that the GoJ once again gave its support to NFC after 5 decades and emphasized the importance of trustful relationship between the two countries.

The “Project for the Improvement of Facilities and Training Equipment of National Fisheries College” will rehabilitate and expand the facilities of NFC in Kavieng, such as the existing jetty and training buildings as well as provide a new training vessel. This will enhance the efficiency and safety of trainings and facilitate the introduction of new coursers at the college, which contributes to developing fishery personnel capabilities and strengthening the fishery resource management capabilities in the country. JICA believes that such capacity development at the college will better equip PNG to protect its valuable marine resources from Illegal, Unreported and Unregulated fishing.
Maths and Science Lecturers from various Primary Teacher Colleges pursuing Master’s Program at the Naruto University of Education in Japan under the JICA SDGs Global Leaders Scholarship Program.
The “Project for Human Resource Development Scholarship (JDS) Program” supports human resource development by providing future leaders of public servants from PNG with scholarship opportunities to pursue master’s/PhD programs at some of the prestigious universities in Japan. Applications for the JDS Scholarship opens in September 2025 for 2026 intake. The project is jointly coordinated by DNPM and Department of Personal Management. JICA welcomes many applications from the public sector and especially encourages female applications to promote gender equality and women’s empowerment in PNG.
