Job Title: Assistant Program Officer
Contract: Full-Time, One-year renewable and possibly promote
Duty Station: JICA PNG Office, 2nd floor of PWC Haus, Harbour City, NCD, Port Moresby
Working Hour: 8:30 to 16:30, Monday to Friday
Job Purpose:Coordinate administrative activities and provide operational support for the Project Management Unit at JICA PNG Office. Terms of Reference will be decided given performance and division of duties in JICA PNG office.
Main responsibility and associated tasks:
1. Contribute to effective project implementation by providing operational support in project management and administration in various sectors (i.e. “Education”, “Health”, “Gender”, etc.) with other JICA staff members.
1-1 Facilitate communication between JICA and project stakeholders including the executing agencies and relevant government organizations as well as international organizations (e.g., drafting letters, information collection through email and phone calls, attending meetings and committees)
1-2 Conduct local procurements of services and goods necessary for implementing assigned projects according to the office rules and guidelines.
1-3 Promote external awareness of the assigned project through SNS and JICA PNG Office website.
2. Contribute to project formulation of JICA PNG Office in the assigned sectors with other JICA PNG Staff members
2-1 Collect and analyse policy and socioeconomic information by actively interacting with the Government of PNG, civil society, media, other international/local organizations.
2-2 Attend the bilateral and multilateral meetings with other Development Partners and the Government of PNG and report the outcome to JICA PNG Office.
2-3 Liaise with the stakeholders to set up meetings and ensure active exchange of information.
3. Training
3-1 Administer and process JICA Training Programs in Japan and Third Countries.
3-2 Assist the ex-participants alumni association program.
4. Administrative work
4-1 Conduct procurement and accounting of services and goods necessary for JICA PNG Office
4-2 Ledger management of office equipment
4-3 Support business trips and acceptance of mission teams by arranging appointments, meetings, travel and accommodation in accordance with JICA PNG Office procedures
4-4 Provide efficient reception services by proper screening of incoming telephone calls, taking accurate messages, dealing with queries from internal/external callers.
Qualifications:
Education Requirements
・Bachelor's degree or higher degree
Preferred Age
・Between 22 and 35 years old
Work experience
・Relevant experience in project management for more than three years and studying abroad are preferred.
Preferred skills and knowledge
Technical knowledge
・Good computer skills particularly in Microsoft Windows basic applications such as MS Word, Excel, Power Point etc.
・Ability to summarize and create Minutes of meetings and committees.
Inter-personnel Skills
・Ability to work effectively with office staff from different cultural/national backgrounds.
・Ability to work collaboratively with teams as a constructive team member.
・Good oral and written communication skills in English and Pidgin.
Other Business skills
・Ability to manage multiple tasks within schedule of work, under instructions, and standardized business practices.
Other information about your role
・Supervisor: Designated Japanese Staff and senior National Staff
・You may need to take overtime work, and weekend if required (e.g., ceremony, meeting)
・You may go to business trip outside Port Moresby

JICA will inform to only selected candidates. Selected candidates will have an interview with JICA managements.
The successful candidate may start work in early January 2026 under probationary employment period of six months from commencement date.
Salary will be decided on applicants’ knowledge and experience, but it will be around PGK3,500 per month. Other benefits include housing allowance (PGK600), commuting allowance (PGK160), medicare and superannuation
