The Secretary of the Department of National Planning and Monitoring, Mr. Koney SAMUEL, and the Chief Representative of JICA PNG Office, Mr. SHIROUZU Kenichi, signed the Grant Agreement for the Project for Human Resource Development Scholarship (JDS) Program on the 18th of September 2026.

The JDS Program is a grant aid project supported by JICA that aims to develop Papua New Guinea’s future leaders by providing scholarships for public servants to pursue Master's degree studies at prestigious universities in Japan. Through advanced education and professional development, the program seeks to strengthen institutional capacity and contribute to PNG’s socio-economic development.

In addition, the JDS Program plays a significant role in strengthening the partnership between Japan and PNG by fostering a network of future leaders with a deep understanding of Japan’s development experiences and expertise. Since 2025, the program has supported 22 public servants, who are currently undertaking their studies in Japan. The JDS Program is one of the five scholarship programs being implemented and supported by JICA in PNG.
