Q. What is PNVSCA?

A. PNVSCA (Philippine National Volunteer Service Coordinating Agency) is the government agency in charge of promoting and coordinating volunteer programs and services in the Philippines. PNVSCA takes the lead in advocating and recognizing the contributions of volunteers, such as the Japan Overseas Cooperation Volunteers (JOCV), to nation-building and international cooperation. Q. How can a partner institution request for a JOCV?

A. First, the partner institutions contacts JICA to discuss about its plan to request for a JICA Volunteer. Second, the partner institution submits the application documents to JICA Philippines Office.

Q. How long will it take for the Volunteer to be deployed to the partner institution?

Q. What are the responsibilities of the partner institution?

A. The partner institution is expected to:

  1. Provide technical and administrative support services to the volunteer;
  2. Assign a project supervisor and counterpart worker/s to closely work with the volunteer;
  3. Document the outcome of the project, including any good practices that may arise from this partnership towards project objectives;
  4. Ensure that the activities/training programs implemented by the Volunteer and Counterpart will take into consideration gender issues and rights-based approaches and other related societal issues and concerns;
  5. Monitor the volunteer's activities and performance including the preparation and submission of reports to PNVSCA; and
  6. Deal with any claim which may be brought by third parties against the volunteer in the course of the performance of the volunteer's assignment.

Q. Which technical field of the Volunteer should the partner institution apply for?

A. The partner institution can select the Volunteer's specialization from among the following categories, after discussions with JICA:

  • Agriculture/Fishery: vegetable growing, livestock and dairy products processing, veterinary medicine, animal husbandry, aquaculture
  • Manufacturing: machine tools, welding, automobile maintenance, carpentry, food processing, ceramics, packaging
  • Human Resources: environmental education, sports, science education, mathematics education, primary school education, early childhood education, design
  • Health/Healthcare: public health nursing, midwifery, occupational therapy, physical therapy, nutrition, public health
  • Planning/Government: community development, DRRM, ICT
  • Social Welfare Services: Welfare and Education for Persons with Disabilities
  • Business/Tourism: marketing, tourism

Q. How many Volunteers may the partner institution request for?

A. First-time partners may request for 1 Volunteer only.
