Background

The Tirana-Durres Region, an area connecting the capital city of Tirana to Durres in its suburbs, has an experienced explosive population and urban growth over the last decade. However, the official map for the Region has not been updated since the 1980s, due to the lack of finance and technical capacity.

In order to respond to this situation, the Government of Albania established the State Authority for Geospatial Information (ASIG). At present ASIG as a national mapping agency in Albania has little experience or technology needed to produce geospatial information.

Through the JICA support, ASIG will implement integrated operations on geographic information in order to build National Spatial Data Infrastructure (NSDI), as well as develop the capacity of topographic map production.

The Overall Goal

To promote the utilization of digital topographic map through making the digital topographic map and developing the capacity of topographic map production and accuracy / quality management of ASIG.

Project Purpose

The Project is aimed at creating 1/2,000 digital tophographic maps (about 300 km2) in the Tirana-Durres Region to enhance ASIG`s abilities for photogrammetry and accuracy and quality management to encourage the utilization of digital topographic maps and thus promote the social service and ifrastructure development.

Output

a) Digital topographic maps
- Scale : 1/2,000, Tirana-Durres Area Approx. 300km2
(by JICA 280km2, by ASIG 20km2 under the instruction of the JICA mission)

b) Manual for digital topographic map production
(Language : Albanian and English) for 1/2,000, 1/5,000 and 1/10,000
- Manual for Specification of Digital Topographic Map
- Manual for Accuracy Control of Digital Topographic Map
- Manual for Aerial Photography Plan/Aerial Triangulation
- Manual for Digital Plotting/Compilation
- Manual for Field Identification
- Manual for GIS Structuralization
- Manual for Map Symbolization
- Manual for Map Reduction

Project Activities

(1) Review of current situation
Current situations relevant to the Project including organization structure, mapping system, facilities management and control points shall be reviewed.

(2) Production of Digital Topographic Maps
1) Discussion of the specifications
2) Field identification and completion
3) Digital plotting and compilation
4) GIS structuralization
5) Symbolization

(3) Publicity of the Digital Topographic Maps
In order to accelerate practical use of the Digital Topographic Maps, the data shall be accessed by the users after the completion of the project.

(4) Technology Transfer
JICA missions will transfer the technology of the above mentioned items (4.(2)) and map reduction based on the 1/2,000 to 1/5,000 and 1/10,000 through on-the-job training in the Republic of Albania.

(5) Country Focused Training in Japan.
The country focused training in Japan will be held for senior management level and engineer level of ASIG and stakeholders for the purpose of checking and learning the procedure of map preparation.

(6) Dissemination of the products
Recommendations for the wide and effective use of the products, especially for infrastructure planning, development and maintenance, shall be prepared.

(b) Training in Japan
Training in Japan will be conducted two times for 2 weeks for 5 participants. Contents of the training should includ following items.

  1. Protection of intellectual property rights
  2. Advanced technologies for data capture
  3. Spatial data infrastructure in Japan
  4. Cooperation between private firms and public organization
  5. Operation and maintenance of continuously operating reference station
  6. Utilization of geospatial Information
  7. Operation and maintenance of Geoportal
  8. Plan, operation and management of mapping project

(c) Machinery and Equipment

  1. Workstation for photogrammetry
  2. Aerial triangulation, plotting, editing, orthophoto software
  3. Stereoscopic display and mouse
  4. PCs with monitor for GIS and cartography
  5. Storage server
  6. GIS and cartography software
  7. A0 plotter
  8. A3 color laser printer
  9. Digital level set (level, laptop, software, staff)

Inputs

[Albanian side]

ASIG will take necessary measures to provide at its own expense:
(a) Services of ASIG's counterpart personnel and administrative personnel as referred to in II-6;
(b) Suitable office space with necessary equipment;
(c) Supply or replacement of machinery, equipment, instruments, tools, spare parts and any other materials necessary for the implementation of the Project other than the equipment provided by JICA;
(d) Information as well as support in obtaining suitable furnished accommodation for members of the JICA missions and their families;
(e) Information as well as support in obtaining medical service for members of the JICA missions and their families;
(f) Support in obtaining official resident permit;
(g) Available data (including maps and photographs) and information related to the Project;
(h) Running expenses necessary for the implementation of the Project;
(i) Expenses necessary for transportation within Albania of the equipment referred to in II-5 (1) as well as for the installation, operation and maintenance thereof; and
(j) Necessary facilities to members of the JICA missions for the remittance as well as utilization of the funds introduced into Albania from Japan in connection with the implementation of the Project
