Component for Effective OSBP [One-Stop Border Post] Operation Supported Training and Border Community Sensitization at Malaba OSBP (Kenya/Uganda border) in February 2020

In order to facilitate trade and improve border management in East Africa, the project has been supporting the operationalization and effective operation of selected OSBPs in the region. OSBPs enable more efficient movement of persons and goods at land borders by streamlining necessary procedures by the two countries with one stop in a single facility instead of conducting the same procedures twice on both sides of the borders. The previous phase of this project (2014-2017) supported (1) the operationalization of the Namanga OSBP (Kenya/Tanzania border) and the Rusumo OSBP (Tanzania/Rwanda border), on which construction was supported by a JICA official development assistance loan and grant; and (2) the development of an OSBP Procedures Manual for the East African Community (EAC). In addition to supporting the monitoring of operations at the Namanga and Rusumo OSBPs, the current project is supporting the operationalization of newly selected borders: the Malaba OSBP (Kenya/Uganda border) and the Gatuna/Katuna OSBP (Rwanda/Uganda border). (The work on the OSBP components of the current and previous project was implemented under a contract with PADECO Co., Ltd. of Japan.)

The Malaba border is located along the Northern Corridor in East Africa and is the busiest border in the region with more than 1,000 trucks passing daily. Construction of the OSBP is in its final phase and the project has been supporting a series of activities to ensure its smooth operationalization, including joint meetings between the two countries, preparation of action plans, and the organization of training for public sector border officers and private operators, as well as sensitization for local residents. The JICA OSBP Team visited the Malaba OSBP during its 6th field mission in the region and supported a joint border committee meeting, training, and border community sensitization. On 17 February 2020, the JICA OSBP Team supported a joint border committee meeting, which updated a holistic action plan for effective OSBP operations and assessed application of the EAC OSBP Procedures Manual. From 18 to 20 February 2020, the 3rd training sessions on the EAC OSBP Procedures Manual were held for public and private sector stakeholders, including participants from Busia, a border crossing about 30 km from Malaba. The training was attended by a total of 127 border persons, with 38 from the public sector and 89 from the private sector. On 21 February 2020, more than 250 border community residents attended a meeting supported by the JICA OSBP Team, where they were sensitized on OSBP procedures and related issues.
