Background

Central America is a disaster prone region, and the countries in the region have been making concerted efforts to reduce disaster risks through a regional cooperation mechanism of the Center of Coordination for the Prevention of Natural Disaster in Central America (CEPREDENAC). After Hurricane "Mitch" caused disastrous damages in Central America in 1998, presidents of the six countries (Guatemala, El Salvador, Panama, Costa Rica, Nicaragua and Honduras) announced the "Guatemala Declaration" to renew a commitment for promoting disaster risk management. Based on the declaration, with the initiative of CEPREDENAC, "the Regional Plan for the Disaster Risk Reduction (2000-2004)" and then "the Regional Plan for the Disaster Risk Reduction (2006-2015)" were prepared. The regional plan emphasizes the capacity strengthening for disaster management at the community level, the human resource development in disaster management and the preparation of local development plan encompassing disaster management.

Based on the official request from Central American countries, JICA had implemented the Project on Capacity Development for Disaster Risk Management in Central America "BOSAI" jointly with the Executive Secretariat authorities of Central American countries from May 2007 to May 2012.

Although the outcome of the "BOSAI" project was high mainly in that there were many communities where the inhabitants have developed a strong awareness on disaster risk management and demonstrated voluntary actions to that effect, the technical, human resource and financial capacity of national institutions/municipalities are still limited to maintain the current level of activities and further to expand "BOSAI" initiatives to other area and communities.

Outputs

  1. The information useful as basis for the disaster risk management activities has been compiled, filed and shared at a regional level.
  2. The organization to promote the activities of local risk management activities in a sustainable manner has been strengthened.
  3. The capacity of execution of training for the promotion of local disaster risk management has been strengthened.
  4. The local disaster risk management in each country has been intensified, and the information about lessons and findings of the activities has been organized.

Project Activities

1-1 Compile and organize the information about disasters in each country
1-2 Strengthen the analytical capacity about disaster risk, which is necessary for the personnel of central and territorial governments to elaborate the risk management plan.
1-3 Systematize and organize the information about disaster risk, and Socialize in the Central American region.
1-4 Construct and strengthen the mechanisms to share the lessons and findings of the developed activities and actions in each country among the regional countries.
2-1 Clearly confirm the roles of the central, local governments and the communities, and analyze the required capacities and resources for each level.
2-2 Elaborate the diffusion plan of disaster risk management at community level in each country and make promotion activities.
2-3 Modify the diffusion plan on the basis of the results of the promotion activities of risk management at community level.
2-4 Periodically gather the information about promotion activities of local disaster risk management executed in each country and share among relevant institutions.
3-1 Elaborate the training plan about promotion of disaster risk management at community level.
3-2 Prepare the necessary didactic material for training at community level.
3-3 Train the trainers in disaster risk management in cooperation with the central and local governments, and other participants.
3-4 Execute the training of the personnel that will carry out the promotion of disaster risk management at community level.
3-5 Share the results of the training about promotion of disaster risk management at community level.
4-1 Establishing the mechanisms for the development of activities about disaster risk management at community level, coherent with the type and areas of disasters, making good use of the results of the BOSAI Project in each country.
4-2 Prepare the guides for the execution of the disaster risk management activities at community level.
4-3 Execute the activities of disaster risk management at community level in each country and monitoring the progress and challenges (SAT, heat Map, Simulacrums, etc.)
4-4 Revise and update the guides on the basis of the results of the disasters risk management activities at community level.
4-5 Establish the feedback and socialization system of the diffusion plan of disasters risk management at community level.
4-6 Organize BOSAI events to socialize the disasters risk management activities at community level inside each country and region.

  1. Assignment of counterpart personnel

  2. Provision of office areas and necessary facilities for the execution of the Project, as well as operation and maintenance expenses, such as electricity and water.
  3. Travel and per diem for counterpart staff.
