Legal Workshops for City Corporation Councillors with support from C4C (LGD & JICA)

Local Government Division (LGD) with support from the JICA Technical Cooperation Project for Capacity Development of City Corporations ("C4C" for "Capacity for Cities") has organized legal refresher workshops in Gazipur, Rangpur, Cumilla and Narayanganj City Corporations. Most of the councillors and senior officials of the 4 CCs took part in the event that has been organized in each CC in late October - early December 2020 connected on zoom with Dhaka and Japan.

Building on prior discussion sessions and learning events including a program on city by-laws in Japan, the councillors have been guided on their legally mandated responsibilities and authorities. Two model regulations prepared by LGD through C4C are now with the CCs for their own deliberations and adoption, following the procedure set out in the City Corporation Act, 2009.

Mr. Md. Jamir Uddin Khan Jampi, Cumilla CC Councillor, who had participated in learning programs in Japan shared about city by-laws in Japan, such as those for addressing public nuisances and for raising revenue by conferring rights to private firms for naming public facilities. Mr. Asit Baran Biswas, Narayanganj CC Councillor, who had also visited cities in Japan, said that C4C has helped removing a generally-shared fear towards rules and regulations and the councillors now feel empowered to frame regulations while making use of existing legal instruments.
