Project for Strengthening Human Resources Development System of Co-medicals

Project Background

Technical cooperation in the field of Co-medical education system was started as "Project for Human Resources Development for Co-Medicals", from 2003 to 2010. The project contributed to develop regulations on the "School approval criteria" and "guidelines for approved schools"; and provided reference books to the schools for co medicals (Nurse, Laboratory technician, Physiotherapy and Radiology) with short refresher courses for school teachers in Cambodia. However, some issues still remain, i.e. lack of systematic mechanism for capacity building of teaching staff, insufficient regulations for controlling the quality of health professionals, and difficulties in harmonization and alignment among partners pre-service and in-service training needs.

Based on the lessons learned from the previous project, New project "Project for Human Recourses Development System of Co-medicals" was launched as taking position of phase 2 of the previous project described above. The newly started project has two main pillars with the focus on nursing and midwifery. One is developing a training system for existing and new teacher, Another is supporting to develop an regulatory framework for health professionals.

The project office locates at Department of Human Resource Development, MOH, Cambodia and activities were started in June 2010.

Overall Goal

Quality co-medicals are produced through the human recourses development system.

Project Purpose

The educational basis for quality co-medicals is improved by enhancement of Department of Human Resources Development (HRDD) management capacity.

Outputs and Activities

Output 1

The HRDD capacity is strengthened through improvement of the training system of existing teachers.

Activities

1-1Identify the role of HRDD on developing teacher`s capacity, especially on nursing and midwifery.
1-2Assess the current situation on teachers and related matters, especially on nursing and midwifery.
1-3Activate coordination between HRDD and other institutions and programs for developing existing teacher`s capacity, especially on nursing and midwifery.
1-4Formulate directions/strategies for capacity development of teachers and their education system, draft plan of required qualification of teachers, especially on nursing/midwifery.
1-5Develop training programs for existing teachers, especially on nursing and midwifery.
1-6Manage and monitor implementation of the capacity development interventions for existing teachers, especially on nursing and midwifery.

Output 2

The HRDD capacity is strengthened through development of the production system of new teachers.

Activities

2-1Identify the role of HRDD on developing production system of new teachers, especially on nursing and midwifery.
2-2Activate coordination between HRDD and other institutions and programs for producing new teachers, especially on nursing and midwifery.
2-3Make directions/strategies and design systems including teacher`s criteria for production of new teachers, especially on nursing and midwifery.
2-4Develop production programs for new teachers, especially on nursing and midwifery.

Output 3

The HRDD's capacity on monitoring existing regulations and developing basic regulations is strengthened

Activities

3-1Identify the role of HRDD on human resources development
3-2Strengthen the coordination mechanism between HRDD and other departments for human resource development
3-3Assess the current situation on regulations for co-medicals
3-4Monitor implementation of existing regulations.
3-5Form taskforce to design basic regulations, especially on nursing and midwifery.
3-6Prepare formulation on draft design(s) of the basic regulations, especially on nursing and midwifery.
